This project is interesting, and it seems a good database model.
I have some doubts and suggestions:
First of all, are the writers included as users? or is this model just intended to the edition and review part of the process?
What about an issue table?
... and some information about sections?

I just have experience with a magazine about computer science, and in every article appears the name of the institution where the writer comes from. Now, assuming that writers will be treated as users, it would be useful for us to add an institution column to the users table. But I don't know what would be useful to every magazine, I guess that the possibility to add extra information to user/writers profiles might be required.
And we also have sponsors, with different levels or statuses. What about a sponsors table?
